My thoughts: There are very few new homes in the Rugby area and that’s a good thing. This is old Charlottesville. Homeowners can do what they want and many have pools and exquisite gardens. I give this neighborhood a 9 out of 10. Why not a 10? No amenities, tennis, pickleball, a pool etc
